Who we are
A U.S. management consulting firm built for programs where accountability is non-negotiable.
We are a certified women-owned and minority-owned firm with roots in Puerto Rico and a team drawn from FEMA, ICF, the National Science Foundation, the Export-Import Bank, and state and municipal government. Our consultants have managed federal grant portfolios, led disaster recovery programs, and directed public communications at every level of government.
Today we bring that experience to federal agencies, prime contractors, and international development projects, delivering bilingual teams that move easily between Washington, the Caribbean, and Latin America.

Core capabilities
Three disciplines. One integrated delivery model.
Most programs fail at the seams between planning, compliance, and communication. We manage all three together, so the work stays on schedule, stays allowable, and keeps stakeholders on side.
01
Program & Project Management
We plan, staff, and run multi-project portfolios from initiation to closeout. We align every project to strategic goals and keep scope, schedule, budget, and risk under control.

Grant lifecycle management: pre-award to closeout

Disaster recovery & resilience programs
02
Regulatory Compliance
We keep federal awards and regulated programs audit-ready. Our work covers 2 CFR 200 (Uniform Guidance), FEMA and HUD requirements, and sector rules in telecommunications, education, energy, and trade.
Subrecipient monitoring & compliance reviews
Policies, procedures & SOP development
Procurement compliance & cost allowability
Corrective action plans & RFI responses
Benefit-cost analysis & budget reallocation
Training, technical assistance & capacity building
03
Integrated Strategic Communications
We connect government relations, public affairs, media, and internal communications into one strategy, so a program's purpose and results reach the people who fund it, run it, and depend on it.
Government relations & public affairs
Stakeholder & community engagement
Crisis & emergency communications
Public relations & media representation
Bilingual content & campaign development
Interoperable communications planning
